Do you mean "https://forum.koohii.com" ?
Are you on a tablet or phone, or a desktop? Mac/ windows/ linux?
could you try restarting
could you try clearing your browser cache.
Do you have another browser to try?
could you google
How to do a ping test
or
how to do a dns lookup test
and check if the ip address of forum.koohii.com is the same on both broadband or mobile .
is your broadband from a school or office, and does it have a proxy?
umm..

There are IP range blocks due to spam. What country are you accessing from? Generally, anonymizers (whatever they are called I just forgot) may hit one of the ip blocks also because they tend te be used by spammers too.

I am using same URL in both cases. Devices are same in both scenario. (Mobile and Laptop)
I tried at home as well as from office.
If I connect to wifi on laptop it works but if I connect using cable connection it doesn't work.
If I connect using mobile internet connection it works but when I connect using broadband wifi it doesn't work.
