Both my copy of RTK III and my KanjiGen dictionary in my Canon Wordtank G55 say that this character is only comprised of 14 strokes, that is, not 15 (bamboo, lovedoll [しゃ、もの], and then an extra stroke). However my IME makes me use the character with the extra stroke as well.

Is this an error or.. what?

This should answer your question:

Under the 2004 revision, 箸 comprises 15 strokes and the Vista fonts reflect that standard.

When 者 is a part of other characters it sometimes comes with an extra stroke (a "drop" on top of 日).
The Joyo kanji have been standardized to omit the drop, but with non-Joyo kanji it varies from character to character and also from font to font.

箸 is not Joyo kanji, hence you may see it in both forms.

However, the Joyo kanji is due to be updated next year and 箸 will be included in the new list. Will makers modify their fonts? I don't know.
