What is this place outside of Tokyo?

Whenever I go to Tokyo I see this place along the left hand side of the highway (higashi Kanto, I think) on the Airport Limo riding from Tokyo to Narita. I think it's in Chiba as I remember it being past the sign.

It has a sign out front of it but I never can see it well enough from the bus to read it. It's got this big blue/gray tower or smokestack out front.  2 pictures are below.

Help! I am so curious....Thanks!

Or it's just some random factory.. Why not get a pic of the front gate?

I wonder if someone is gonna pull out Google Earth and follow the bus route until they see a similar building, then look up the address...

I really don't know.

But honestly, whenever I go to Tokyo I'm always far more concerned about the golden poo building than to worry about something so menial as a robot manufacturing plant

It's where the city burns its garbage.
Each city will have its own one. You'll be able to see one near Ikebukuro, Shinagawa, etc.
