What's bizarre about Japanese people wanting to study with a flashcard system? iKnow is very popular in Japan, and there are a number of Japanese users using Anki to study English, including some of my students.

Going off of how GNU et. al. are named... it stands for "P-Study System"... as in the "P-Study System" Study System.
