Character encoding issues

Thanks for the works on RtK so far!

I was having issues with some characters appearing or rather not appearing in one of my posts, so I took a look at the character encoding.  It's currently iso-8859-1 which seems a little odd for a Japanese forum. wink

In particular the characters U2014 and U2026.  The odd thing was they showed up correctly when I clicked preview for the post, but were garbled after I hit submit.  When I opened the post again to edit it, they were still garbled and the same thing happened again.  In may not be related to the character encoding issue, but I figure maybe.

That it works in preview but not while posted makes me believe it's an issue with the database, that the character set for the database isn't the same as the posts.
