I'm sure this has been brought up a billion times before but the search option has failed me (or the other way around).

Yep, sometimes Japanese writing comes out like that when I'm on the internet. I tried following the guide here: http://alcahest.club.fr/perso/apploc/applocale.html, downloaded everything but still the problem remains.

Can you help me out?

Check your encoding settings on those pages.

You might need more fonts. I've personally downloaded an extra font from Hong Kong which deals specifically with more uncommon kanji, and it's still not enough.
