Yahoo.co.jp email addresses or other .jp webmails have the same problem. A friend gave me a free solution that doesn't look free:

You can get a *.jp address for free from Biglobe, a major ISP in Japan, when you register for a "Contents Only Membership".

Credit card is required for security reasons, but they won't charge you unless you purchase "Contents", such as downloadable software or movie online.

If mail access via Outlook Express or an alike is preferred, membership fee of 210 yen/month is required for a "Dial-up Membership".
