iOS 7 define J-E dictionary bug?

Am I the only one where the default J-E dictionary in iOS 7 not working correctly?

Define -> Manage -> download J-E, and it is working ... And then truing in other app or later the J-E shows that it is not downloaded?!

Yeah I've been having this problem too, but I thought it was just me... hmm hopefully Apple will fix it soon, but I imagine it's not on their priority list, unfortunately...
