Kanjitomo is probably your best option.

Not truly popup like KanjiTomo, probably because it's too CPU expensive for mobile devices, but still pretty close.

thanks, i tried kanjitomo , pretty awesome, but a bit heavy though, haven't try the android one yet

for android there's also the superb OCR Manga Reader, available on Google Play.
Not a true popup dictionary but will do the trick.
