Dictionary apps with vocab list/review functionality

A recent topic got my attention: the concept of a dictionary app which includes functionality to select vocabulary items for export and/or review.

Are there any such dictionaries for Windows or Linux, or as a web app even ?

(ideally free, I'm mostly interested in looking how the apps are designed)

I don't think it can export directly to Anki or anything but I think Tagaini Jisho fits your description.  It's an EDICT based dictionary where you can make study lists.

Also, I'm pretty sure both Yomichan and Rikaichan are devoted to this task although they are a little more about reading something and then adding unknown vocabulary to lists for later addition to an SRS.

Most Japanese electronic dictionaries can also export vocab lists to SD cards.

On Gnu/Linux I use it.
Save words you can save in different lists you name and gwaei can export in a text file even goes into spreadsheet nice with word/kana/translation column

zkanji is by far my favorite dictionary app for Windows, and it also has the functionality you're looking for: http://zkanji.sourceforge.net/

Learn words and kanji with zkanji's study groups and the long-term study list, a flashcard study system based on a spaced-repetition algorithm. The words you already know will not be shown in the tests, helping you concentrate on new and not yet learned words instead, making studying efficient.

Yomichan has very clean and easy to understand deinflection and dictionary lookup functionality (if I say so myself, lol). You can check it out here: https://github.com/FooSoft/yomichan
