Paintings, etc. (絵、絵画)are 修復された, buildings can be either. Beyond that I'm not exactly sure of the differences except that 修復 is substantially more common so 復旧 probably has a fairly specific sense to it. The kanji suggest 'restored to how it was', but the usage I've seen (roads, buildings, computer networks) suggests 'restored to (original levels of) functionality'. 修復 can be used metaphorically of human relationships, but I've not seen 復旧 used that way.
