I've just started learning Japanese seriously after over a year of keeping it at arms length. I'm really excited about it, but every once in a while I get stuck. So, I'm looking for some clarification on a grammar point:

Is it true that the following two sentences mean "I'm just about to start a new project" and "I've just started a new project."? (Of course, I know that the "I" is understood.)

新しいプロジェクトを始めるところです。

新しいプロジェクトを始めたところです。

In this case, it's just a single kana that makes the difference... right?
