No way is better, they're different. They test different things, so you should choose one according to your purpose. If it's reading, kanji>kana, and if it's listenning kana>kanji. You could also mix both, as sometimes it's the reading that is too obvious, and sometimes, it's the meaning.

Just to make it clear, you probably don't want kana -> kanji if you can do audio -> kanji. You can source audio from JapanesePod101 (use yomichan in Anki) or from the site that our irreplaceable buonaparte recently posted a link to:
