Does anybody know of a font that includes characters that are only parts of kanji? For example, ninben (aka "Mr. T") appears on the left of many kanji, but is not a kanji himself (at least not in that form).

I don't know... but if you could say exactly what you want to do with the font, maybe someone can suggest an idea. ;-)

Well, I was thinking, it might be fun to learn the 214 traditional radicals, by number and their Japanese names. So, I'd use SuperMemo to create flash cards, but then it would be nice to have a font that would let me enter the radicals (in various varieties). I was going to draw from the index in the back of Kodansha's Kanji Learners Dictionary.

If you happen to be using a Mac, all of the radicals are easy to find in the Character Palette, which can then insert the characters into any program. I don't know of a way to type radicals.

I'm still working on my project, and I've gotten pretty far, actually. Then I stumbled upon this site, while trying to confirm the japanese name of one of the radicals via a google search on kazagamae (かざがまえ), thinking it might be kazegamae. It is the former, but I wanted to share this hit, since it didn't come up via other search strings.

You can now download a free, open-source font with full support for all Japanese radicals and variants via https://github.com/kintopp/Kanji-alive/releases/latest The font directory includes a PDF and a .csv file with all the radicals, their meanings and (where appropriate) positions.
It's already in use on the Kanji alive website (http://kanjialive.com/214-traditional-kanji-radicals/) and we hope it'll be a useful resource for others as well.
