What's a good OCR for older Japanese?

Hello,
Can anyone tell me what is a good OCR for scans of pre-WWII Japanese texts. The OCRs I've tried have problems with archaic kanji.

A traditional Chinese OCR might work better.

Can you recommend any particular traditional Chinese OCR, particularly one that can handle a bit of Kana.
