Is having been previously issued a certificate of eligibility but not having used it an issue when applying for another one for a student visa?
I applied for a one year language course in February this year but decided to cancel at the end of May due to the Fukushima incident (I was worried about food contamination, and the ban on Fukushima products tells me my fear was not unwarranted). Now, with more data available and the situation seemingly more under control, I am considering applying again for January.
