There are no Japanese where I live and I want to talk to a Japanese person either through internet voice chat or through the phone. I have heard of sites(such as lang5) were you can write to japanese people, but thats not what Im really looking for. If anyone here has talked(as in actual talking) to Japanese people over the internet or phone please tell me what you used or give some tips please in finding japanese people to talk to.
How about getting a skype international phone account and calling up japanese stores?

I think a lot of people on here use skype for that so I'd try that.

I use Skype. I met both my language partners through Lang-8. I just corrected entries and wrote my own until they asked me if I wanted to Skype. (I almost refused, but decided it couldn't hurt. I'm glad I chose to talk to them, now.)

hey guys thanks for the link to shared-talk and i also just downloaded skype. however I have a question, what are some good ice breakers/things to start talking about first? its hard enough trying to strike up a conversation with someone you dont know in your own language, i cant imagine what it is like over the internet with a random person and a weakness in each persons native language!

I have never done this to meet Japanese people but adding random contacts from Japan and talking to them sounds like an idea you could try if you are not of the shy type.
