All I've ever used is JapanCupid, so I'm really not sure how to go about looking for Japanese friends without shelling out £20 a month.
What's the secret?
Come to think of it I haven't made any new MSN contacts of any language in years. :S

Luckily I have a Steam friend who's a bilingual Japanese American to practice with and correct me whenever necessary. You'd probably be best off finding one who knows English so nothing gets lost in translation.

Shared Talk is the best site I've used by far. Forget the language partner search, and just head straight to the text chat or voice chat and get talking to people straight away. I really don't have the patience for sites like The Mixxer anymore. I don't suppose anybody knows of any other ones with good text/voice chat features?
