What font do i not have loaded?

My computer can read japanese, chinese, arabic,etc characters perfectly, however sometimes I will be reading something in japanese(usually this happens in twitter or youtube comments) and this box will appear  how can i make it show something instead of just this box? what language is it, does everyone else see the box or does someone else see something different from the box?

I don't know how to show it (my computer won't do it either, no matter what encoding I set it to), but according to this:

...it should be a double exclamation point.

 sows me as 土+千 (but I can't find that character in any kanji or hanzi dictionary I have). Don't know witch font is my sistem using to show it though, i've got quite a few installed..

If you Google for DFSongStd.ttf there's a link at a linux forum, not sure if it's freely distributable so I shan't post it.
