I'm looking to space Anki cards at a very specific intervals. Basically 30 seconds if the card is new or I have forgotten it/pressed 1, then display the same card 90 minutes after that. After that I would like it set to show before I go to bed and then after I get back up. After that being normal Anki spacing.
Is their any plugins or customizations that anyone knows of that could possibly pull off something this specific?

I think you might be trying to make things more complicated then they need to be.
Here is one thing several people around here do: Can create a duplicate deck with short cramming intervals, study new cards in that cram deck throughout the day, and review them in your normal anki deck the next day with normal intervals.

Well, what I'm doing is using time spaced intervals that are based off memory studies for optimum retention. All the studies I've read basically state that anki's set up has a high chance of killing your retention by making you wait more than 30 seconds for relearns, letting it expire past 10 minutes after the initial review, letting it expire past 90 minutes by a huge margin and by time you go to bed to do REM retention, you've already forgotten most of what you learned. Then after that you really just have to review 3-4 days later and then 3-4 weeks later.
