Poor puppy...I think the woman had her heart in the right place, but was seriously misinformed (or never bothered to learn) how to transport an animal from place to place.

I don't like to generalize but I think Asian culture has a different attitude towards animals than Western culture. Anyone watched Seom (The Isle, 2000)? I think how they treat Animals in the movie is very shocking. And then there are those videos that show rather attractive women killing little animals, for example that video with the glass plate and the bunny.

You CAN mail dogs, but usually it involves a crate and a special carrier service. It's also rather expensive.

I've just realized that my comment was a bit off-topic but it just popped into my mind when I was reading the title.
