Hello, sorry if this question has been asked before. I tried this on google, but I think it doesn't recognise the ・.
So if I was to read out this: 一・三パーセント
Would I say 「いちからさんパーセント」?

Thanks. I guess that means I would say it by leaving a short gap between the numbers, to avoid confusion between 3-10% and 30%.

Yes. You can use から to avoid ambiguity, but ・ itself implies nothing more than a pause.

I believe a dash or squiggly ~ would usually be interpreted as から, XからYぐらい, or XからYまで, depending on the units or quantity being measured.

I agree that ・is usually used as a pause, but surely in this case it means point: 1.3%.
It can't mean between one and three percent, and it seems odd to say one or three percent. I would read it as いちてんさん or いってんさん.
