I had to format computer last night with no back up. I was at 251 kanjis on my anki, is there way to just go from 251 on or do I have to start over?

Were you syncing your deck with Ankionline? It's there for exactly this type of situation. If you did sync, you can just install Anki, log into your account and then go to File > Download > Personal deck...

Unless you've got a backup of some sort there Is no way to get back your progress.

All the cards are timed based on your history, so it might be best to just go through them quickly, and hitting easy for most of them since it will be easy, and it shouldn't take long for them to get back to where they belong.

If you'd synced, I don't think you'd have asked. You can just start over again (and click the easier buttons more often) or you could select the first 251 kanji and reschedule them, for example to spread them over a period of two weeks. But 251 is not so far yet, so I'd consider starting over and adding more per day.
