4 中止する is much closer to the meaning of 見合わせる here. If anything, 承認する is kind of the opposite.

正解: 4 (you'll find some chinese corrections with the first answer , my feeling is that in the first sentence ほっとく would be more appropriate , you can find pretty much the same sentence in fate stay night first episode when taiga the teacher talks about shiro character )
4 sounds the most natural. 放っておく and its colloquial version ほっとく work well for sentence 1. But I think the point of this question is the differences between 見+verb words. The straightforward word choice for each sentence from this viewpoint would be:
1. 見過ごす,
2. 見下ろす,
3. 見逃す,
4. 見落とす. <- correct answer
Of course, there are tons of words that fit in these sentences well such as 大目に見る for sentence 3.

I think 首 before the blank is an OCR error. Most likely it's 言, and the correct answer is 3.
It seems the other answers given in the second post are all correct. Also, I don't know if there are critical OCR errors or typos which may lead to the wrong answers. When I noticed strange punctuations etc., I just made educated guesses.
The questions and answers of the listening section seem incomplete and messy, so I didn't try it.
