I just found out that you can use Microsoft OneNote to OCR Japanese text! You have to install the Japanese language pack before it works though.
Just paste your images into OneNote, then rightclick and choose "make text in images searchable", and then set it to Japanese.
I was thinking that this Might be useful for manga that doesn't have furigana, but, the accuracy of it doesn't seem to be particularly good. I'm not sure if it will even work on vertical text like in manga. It sure is a neat feature though!
