I was watching the Yattaman movie today and スカポンタン gets mentioned early. I'm assuming based on context it's like pervert but since I've never heard it before I was wondering if my assumption is correct?

I've already searched here and google and turned up nothing.

I'm sorry, but I have absolutely no idea. I don't know what Yattaman is, so perchance it is a special attack, character name, or some kind of catchphrase?
