Postal Maps

When I was in Tokyo last year, I spent some time trying to understand the postal maps I found on street corners. I wasn't able to do it, though I admit I didn't try very hard. Does anybody know how to decode those? And does anybody have a picture of some of those maps for reference? Any info at all would be appreciated, even just what they are called in Japanese.
