I think smokers need their own isolated little pods, completely sealed off from the world to avoid harming non-smokers. I recommend just euthanizing people born with the 'smoker gene', but if that's not possible they should be tattooed with barcodes or something and placed in a registry, tracked to ensure they smoke in their pods. The leathery, summarily executed cadavers of rule-breakers can be broken down and used to recycle tobacco (though I imagine over time their cancer-stricken corpses will up the carcinogen content). *

*Important note: I never suggested these pods be ventilated. When I say completely isolated I mean completely 'air tight' ('air free' -- well, just enough oxygen to light the cigarette). But shh don't tell that to the smokers till they're inside. ^_-
