There are actually two dictionaries that do target this market although they just are not purely monodics. Here's a link to one of the two:

It has a sample page (見本ページ) so you can check it out. I think you'll agree that while it is not purely a monodic, it comes pretty close.

That looks nice, but it's completely useless. It has only 750 words (from JLPT4) listed in it...

What's the other book?

I spotted this one in the library a while back, which again is close to a monolingual dictionary (definitions in Japanese, with very terse English/Chinese glosses).

Not sure if it's been updated very recently though.

Yeah, that the other one.

It has 11,000 words.

It is from 1995 and there is no update that I'm aware of, but it has essentially zero fashionable words/definitions, so I'm not sure how much of a concern it being more than 10 years old is. To clarify, I mean that most of the words it defines are not the kind of words that change meaning significantly in that time span.
