JLPT 2級 - specific requests for help

Hi, I saw another thread with some questions, but couldn't find it again.

I'm having trouble with the following grammar (from 2級完全マスター文法問題対策)

(132) ~を~として ・ ~を~とする ・ ~を~とした
意味 〜を〜決めて・〜が〜である
1。チンさんを先生として、中国語の勉強会を開いた。
2。同窓会は卒業生の交流を目的とする集まりです。
3。明治維新後、日本は欧米諸国を手本とした近代国家を作ろうとした。

I don't understand the 意味 explanation, and I looked up jgram.org, but couldn't find a clear example.

My guess for the first on would be something like
"The chinese language study group was started with Chin-san as a teacher."

So, at a guess, would
A を B として
roughly translate to "with A as a B, ..."?

Seems to give reasonable results for the other sentences:
2. "The alumni association meet with the aim of exchange between alumni"
3. "After the meiji restoration, Japan tried to make a modern state with European and American nations as a model".

Thanks for the link, I hadn't seen that site before.

Also, my translation for the first sentence looks slightly wrong, the japanese sentence wasn't passive.

I'm now thinking it should be more like
"Chin as a teacher, started the chinese language study group."
or perhaps even
"I started the chinese language study group, with Chin as a teacher."
