If you read this thread from the beginning, you would know EDICT sucks. But it's the only one I feel comfortable using and it works for this sentence.

と is the particle. Here it is the quoting particle.
Xという is a common sentence pattern. と is used to identify the thing being said.
I don't know the 2nd sentence.
