No, it's actually the imperative of suru, although this is a fixed phrase so it doesn't really matter. Look up 何しろ as a whole in dictionaries and you should find a lot of example sentences.

You will also hear 何せよ sometimes. I believe Japanese people call this use of the imperative ”放任用法”.

It would be more technically accurate, but not better. In English, we don't normally worry about the technicalities of relaying a broadcast.

"We're broadcasting live from Kyoto" might be more complete since 中継 usually refers to transmitting a signal from on-the-spot to the station and then broadcasting it ... but there's no context to guarantee that it's a live broadcast and there might be other reasons to relay a signal.

In full context your natural translation would probably be 'And now bringing you (subject matter) from Kyoto is (introduction for television personality) ...' but for obvious reasons you can't make that translation without some of the neighboring sentences in the equivalent Japanese.

'rebroadcast' is a terrible translation in cases like this, IMO - to the average English speaker unused to hearing relays and rebroadcasting explicitly described, that's going to sound like a reference to replaying earlier recorded content.

Ah okay. Just been struggling with these small words which don't hold a concrete semantic meaning. Stuff like 何しろ、いずれ、とっさに、かつて、かって. Just don't want to stick, had hoped there might be some sort of mnemonic I might be able to create had it been 知るろう oh well.

Ah this makes a bit of sense. It just seemed weird to have 2 words that can basically mean "broadcast" in the same sentence. 中継 seems to get used a lot with 'relay' though (based on checking ALC).

So would you say the sentence is kind of ambiguous without more context to know what they mean by 中継で放送している？

Well... yes and no... it -does- literally mean 'We are relaying this from Kyoto to our station's broadcast towers and broadcasting from there to you.' The amount of detail in that statement that it makes sense to put into explicit words when you translate it depends on context.
(Well, technically, the 'we/our' depends on context, the sentence could describe somebody else's show.)

I also think the example sentence is most likely to occur at the beginning of an on-location live segment and would assume that about it.

That wasn't intended as an insult, I just meant that my own lack of interest in the material was going to make it more likely that I made errors like that one above.

その refers to the original noun phrase to define the word, and さま is just being used in it's regular noun sense, that is,
１ 物事や人のありさま。ようす。状態。

また、そのさま。→　'Or it may mean, the signs, indications or appearance of that.'
