I know a lot of Non English natives use this site who's english (in writing in least) is nativly fluent. Wondering if you can make as clear sense of this as an english native.
and then considering, would a japanese word game like this even be possible ?

Somehow that text made sense... The only word I paused for a second at was pweor. It might also help that I've seen this kind of text before.
As for the Japanese version of this, I have no idea.

I don't know if that 55/100 stat is true. I think I remember reading somewhere that the vast majority of native english speakers can read text, even when it's mangled like that.

I would go so far as to say that every literate native could read that - some may take a bit longer, but...
