If there's a topic about this already, I apologize.. couldn't find anything with search.
If you have more fails on a card, does this increase it's occurence? For example, if you have two cards in bin #2, one with 0 fails, and one with 5 fails, will the 5 fail one expire before the 1 fail?

Not in this site. But it does happen in other SRS sistems, like anki and mnemosyne.

In practice, the one with 0 fails is going to be soon into the upper stacks, since you don't fail it, while the one with 5 fails is starting back in pile 1 (to relearn in Study area) so while their expiry delay may be similar when they both got to a given stack, you will inevitably have seen the most failed one more often.
Beyond that, no. Mnemonsyne Anki etc store the expiry delay (more or less), and adjust that interval up or down based on answers. The adjustment is not "linear", so "failed" cards can be penalized in a way that it takes time for them to get their interval back to normal, which does not "map" to the equivalent in Leitner.
