If you aren't sure what level you want to take you just have to apply for both. If yours says any differently it must be unique to the testing location in your (non-Japan) area.

I know a lot of unmotivated Japanese majors that say they love Japanese, watch anime, but can't put it together enough to actually learn Japanese to a decent level. The problem is that nobody in their life will ever call them on it because foreign language learning is at such an awful state in the US. If you ever took a foreign language in school then you get to say you know that language, versus other places in the world where they speak two languages but don't count the other language that they're not quite fluent in. I don't know. I guess this is my own rant, but it bugs me when what people say they want to do and what they actually do don't match up.

The 2007 test was a little too hard and so they swung the other way on it for 2008. Though, there were some almost impossible questions they seemed to toss in to even out the scores.
