嘘を嘘と見抜けない人
Grammatically this clause has a similar structure to: "People (人) who are incapable (けない) of recognizing (見抜く) a lie (嘘を) as a lie (嘘と)."
In context, I think your sentence means "If you can't tell when someone's bullshitting you, you might as well not bother with the 'Any questions?' discussion board."

it's not reduplication. it's just grammar.
If you know Use of を And use of と it hsould be clear..
it's not hard... don't think too hard.
Like here'sa simpler sentence with that
嘘を嘘で隠す
Cover/hide lies with lies.
嘘を嘘と見抜けない人に「なんでも質問」を使うのは難しい」
the と is the quote thing "" not the "and" meaning と. Is that what's confusing you?
I agree with translation abaove, (The first translation。。。 I don't get the second one).... So hard for me to think of a translation.
