Why are some kanji from Vol. 1 not in Vol. 2?

Sorry if this is obvious or has been addressed elsewhere although I couldn't find it. I discovered this as I just happened to look for the reading for 430 and 433 from Vol. 1 but they aren't in the cross reference list of vol. 2. Scanning the cross-reference list reveals many gaps in the kanji listed. Are they hiding somewhere? I'm not near ready for Vol 2 and stumbled on this by accident really but I'm very curious about this.

They're in there. 430 is r-295, 433 is r-254. There are only two kanji from RTK1 that don't have readings in RTK2-- 519 and 1636 (the frame given for 1636 in the appendix is wrong).

430 is 295
433 is 254

--All 2,042 kanji in RTK1 have at least one entry in RTK2, except number 519 蛇.

--The cross-reference list in RTK2 only covers kanji with kun readings.

My version of RTK2 was printed in 1988, so maybe the others were added in later editions (I haven't checked).

If you would like a "complete" reference list of RTK1 to RTK2 numbers then send me a suitable email address and I will post you a file.

**Note that by "complete" I mean there is one RTK2 reference for each kanji in RTK1. Where there are multiple entries in RTK2 I only include one (you can easily get the others by checking that one in the book).

While I was writing a list combining RTK1 and 2, I discovered the cross reference index in RTK2 skips many kanji for no reason I can detect. Very frustrating! It was skipping kanji that belonged in phonetic groups too. Maybe it skips kanji that don't have kun readings, I don't know.

The list in the new version of vol. 2 is complete... except for the error about 1636.

Ah, found it. 1636 isn't in frame 983, it's in frame 1432.

But if you get the new version of the book, you'll be able to find the first appearance of all of them. After that, you have to go through the book to check each entry to find doubles.
