I could be wrong, but I had always assumed that he used the same list for both books. The only difference being that one features the characters simplified form and the other the traditional form.

but there are sometimes 2 different traditional simplified to 1.
eg 发 = 發 and 髮

I guess I was wrong!
In Anki you could download the RSH and RTH decks and merge them together (after turning on prevent duplicates for the Keyword field). Then you'd have a master list.
