Does anyone know of a (free) Japanese learning app kinda like duolingo or rosetta stone for the android market?

There's probably hundreds. Memrise and ankidroid come to mind as popular flashcard apps.

Tae Kim has an app for android, it is quite nice.

There is the NHK Japanese lessons app. It's based on the lessons provided in NHK world website.
EDIT: It USED to be based on NHK World Japanese lessons. The site has updated their lessons. Completely different now.
Contains audio and text. The first link you have to download the audio. 2nd link you can play the audio within the app.

I also found 2 NHK Easy app. One plays audio.
