Can someone please explain the "との" in this sentence?
I'm not sure if it means "if" or a quote...and how it connects with 見方.

当局が景気押し上げ策を加速するとの見方に加え、中国本土...yadayada

The 明鏡 dictionary says 発言や思考の内容を表す。・・・という。 So it's basically the same as 加速するという見方.
