Im using anki but i started off with the rtk 1+3 with only kanji diagram and meaning. Is there any way to switch to another deck and skip the kanjis i already learned

Many ways:
You can import the new deck from Ankiweb into Anki. Then export it out of Anki to a CSV file and re-import the notes. When importing the notes Anki offers to 'update existing notes with the same expression'. This is a bit of pain to do...
Alternatively, just delete the notes you haven't studied yet from your current deck (append '-is:review' to the search bar in the browser). Get the new deck from Anki web and just delete any cards you've already seen. Then just move all the cards into your previous deck.
If you're only a few hundred into RTK -- and the new deck contains some useful information you really want on your cards -- I'd consider just restarting. It will only take a few days to get back to where you were.
