you are in luck. japan has a great skype directory. i used it a year ago for a month and found tons of people to talk to (and i could barely talk at all!)

i found that the easiest way to find people was to make a post myself and explain as best i could who i was, an american learning japanese, and i would get a ton of responses and people to talk to and everyone was very friendly.
