Please help with translation

Hi,
I need to translate this 17th/18th century Japanese print. I am not very proficient when it come s to kanji.
I think the banner he is holding says 'Kinsatsu', so I believe this may be an actor print (Yakusha-e 役者絵) of the kubuki play Kinsatsu 金札 'The Golden Tablet'. Or maybe just something about goldbank notes????
His uniform(on chest and hands) has a Watanabe clan crest (Mōn),

If anyone had any knowledge on the seals that would be great too.

きん‐さつ【金札】
1 金製のふだ。また、金色のふだ。

2 江戸時代、諸藩が発行した金貨代用の紙幣。

3 明治初年、政府が発行した金貨代用の紙幣。太政官札(だじょうかんさつ)と民部省札の2種。

4 閻魔(えんま)の庁で浄玻璃(じょうはり)の鏡にかけて善人と悪人を見分け、極楽に送る善人の名を記したという金製の札。金紙。→鉄札
