Also how do you make the little stars that people usually do. Or any of the various emoticons, Japanese style.

Repeat any consonant except n. You can also make a small anything (though not everything can be made small) by prefixing it with l or x, but that's usually only relevant for things like てぃ. For the rest, see Tip 3 here.

Additionally, てぃ=thi. And でぃ=dhi, すぃ=swi ... there's probably a list of these too, somewhere.

IME Settings->Romaji template (or table). You can even change them or add new ones!
Another way: Kana input mode. Ironically, uppercase kana are little.

Stars: type ほし.
The same goes for other symbols. おんぷ, さんかく, etc.
As for kaomoji, type かおもじ and get a bunch.

All I get for かおもじ is 顔文字, no actual emoticons.

Just the basic Windows IME. Good enough for me for the most part.

It's not a serious IME if you can't type little snowmen with it (てんき).

Use Google IME and support the snowmen. ☃

I get snowmen just fine in the standard Windows IME ☃☃☃
If you don't, you need to follow Tip 4 in Vempele's link.
