Has anyone ever come across a spreadsheet, anki deck, article etc, covering some of the words you need to know to convert your operating system over to japanese and understand it?

No, but on MacOS most system-vended labels support inline definitions (three-finger tap):

And then, on iOS I just go to Midori and use drawing/radicals to look up a word when I need it
