I was looking at the T-Time ebook reader software because the ".book" format is used quite a bit in Japan. Is there any way to copy a Japanese word out of the text in program to look up in a dictionary(Jap/Eng)? When I copy a word and then try to paste it in another program, it comes out gibberish. I have my non-unicode characters set to the Japanese in Windows 7. Or if there is any other method to try?

I don't know what the format is, but you could try these approaches:
1. Open it with a browser like firefox and see if it can discover the correct encoding (assuming it is in a plain text format)
2. Try the file command in your terminal:
$ file your_name.book
3. Try opening/converting it with Calibre
