Aegisub is certainly what you want.

Sync the beginning, then you want to sync from current selection forward, shifting backwards anywhere from 1 to 2 minutes. (I guess in your case you should add from selection forward.) These times are usually fixed for an entire series. 1:30 is a good one to try first. I dont have a computer in front of me so it is a bit hard for me to go into details. I guess I should make a tutorial for this sometime soon.

If you know what you are doing you can hunt and peck for the correct time for the next subtitle, and shift all the subtitles following it, but that is a bit more advanced.

In the U.S., just about the only clearly legal way to see currently airing Japanese shows is to rent them commercials-and-all from licensed stores. This is not to say that all such rentals -are- legal and licensed, but some are.

You can use Subs Re-Timer to do this. It's included in the tools menu of subs2srs.
