Is there a way I can convert my vocab from the Wakaru App to Anki cards directly on the ipod without using a computer? There is an option on Wakaru to create a csv file, so I know how to do it on the computer.

No, decks must be synchronized from AnkiWeb first. Only on AnkiDroid can you download shared decks straight to the phone without using Anki on the computer. Even so, the csv would still need to be made into an Anki deck on the phone which I don't think is possible.
