Nyet. Doesn't exist, as far as I know. There is a somewhat similar book by a Russian author, called "путь бесхвостой птички" but it's nowhere near as good for structured kanji pwnage as RTK.

Sad one of my classmates was impressed by how fast i'm learning and how easily i remember but she doesn't know english... :'( Heisig should really translate the book.

There are some good books in Russian for learners of Japanese.
Two of them for beginners:
