after checking a bunch of them out, i've found this one to be my favorite
http://www.simulradio.jp/#kinki2 FMひらかた 77.9MHz. It streams 24/7 and plays decent music. A huge portion of them play (a) at low quality, (b) talk radio, or © bad music, so check out FMひらかた

I just found these sites to help me locate radio stations in Tokyo:

From what I've checked, NHK Radio 2 (JOAB) seems to be great for beginner/intermediate phase, so far they are only broadcasting English learning shows so there are lots of skits/usual situations with plenty of Japanese explanations/translations. They're even doing vocabulary exercises.
